This print is a variant of the Hiroshige woodblock "Hibiya and Soto-Sakurada from Yamashita-cho". The Meiji-Era artist is not read. Most striking difference is the casette in the upper right, and the missing casette in the lower right. The stamp in the lower right is not read. The variant is definitely smaller as the Uo-ya Eikichi 1918 print (16.5cm X  22.2cm versus 21.9cm X  33.7). The arrangment of all those kites is identical.
